I'm not exactly sure what the root cause of the problem, but each post has
contained slightly different errors.

I recommend deleting the agent SSL directory and cleaning the certificate
on the master at this point.

So, remove C:/ProgramData/PuppetLabs/puppet/etc/ssl/ on the agent

And run puppet cert clean devsttst01 on the master.

Then re-run the agent and re-sign the certificate on the master.

This should get you going.

Were you switching between multiple puppet masters at some point?
