It should install easily with puppet module install puppetlabs-stdlib. @duritong sorry your pull request sat there for so long... I haven't done a good job of reviewing the stdlib pull requests these past couple of weeks. The fix to file_line has already been merged up from the 2.3.x maintenance branch into master so you might want to close the pull request.
