That was it; redhat-lsb package was missing, which begs the question, why not require it in the module? There is another error (Puppet::Parser::AST::Resource failed with error ArgumentError: Invalid resource type common::concatfilepart at / etc/puppet/modules/apache/manifests/listen.pp:30), but I'm sure I can figure it out.
