No, you're not. You are trying to set ACLs by using an Exec resource in a *Ruby* Puppet manifest, not one written in Puppet DSL. It's not obvious to me at the moment why you aren't, in fact, using the DSL. I recommend that you do, as it leaves rather less room for you to get yourself into trouble, and you'll probably get better help as well.
