Nigel, just FYI I wanted to report that these issues are not the same. Yes, now that we have shifted to passenger it's clear that you have to run puppet twice to get the changes. But the original problem we saw was different: the changes did happen, but they weren't reported in the verbose output. The problem running under passenger is different -- it doesn't do the new thing until the next run.
