We had the same behavior on different platforms (RHEL, OEL, SLES). Mostly this increased memory usage was due to a memory leak in ruby. On some platforms we upgraded ruby to version 1.8.7 patchlevel 334. On older systems (like RHEL4) we created a daily cronjob which restarts puppet.
