We use Cobbler to provision and Puppet to manage. Once our server is provisioned it'll never speak to the Cobbler server again. Lay down the most basic config you need with Cobbler to allow it to pull the Puppet agent and config from a repo, and then let Puppet take over.
I have little experience with Foreman, but Cobbler is easy to setup and get going. You can perform everything you need to do via the command line which makes scripting easy for me. There is a web front end, but I don't use it much.
