The .el files must be in the library path or you can do something like this
in your ~.emacs file
;; Local Library Path
(add-to-list 'load-path "~/path/to/your/el/files")
then I autoload it with in my ~.emacs, that is almost the same as the
puppet-mode-init.el
;; Puppet mode
(autoload 'puppet-mode "puppet-mode" "Puppet Mode." t)
(add-to-list 'auto-mode-alist '("\\.pp\\'" . puppet-mode))
(add-to-list 'interpreter-mode-alist '("puppet" . puppet-mode))
