ENC scripts work great with Puppet Apply.  What version of Puppet are
you trying this with?  I don't see anything wrong with your
configuration.  If you're on Puppet 2.6.x, I recommend filing a bug
about this.  This is definitely something we need to sort out.

You might also try moving the storedconfig stuff into the [agent]
section rather than [main] and see if it works as expected then.
