Puppetd is the client and never uses Passenger.  If you want to manage the 
server using puppet,  (Often useful) you must run the puppetd service (puppet 
service on some machines).

Puppetmasterd (puppetmaster in some distros) is run directly by passenger and 
shouldn't be run through the init script if it's run using Passenger..
