I'm not sure if we can conclude that this is what the puppet community expects in terms of behavior. I would characterize it more as this being how things have worked for a long time, and so we need to be careful about changing such fundamental behavior. Please update http://projects.puppetlabs.com/issues/4473 with your desired behavior so we can get a more accurate picture of how the community feels about this issue.
