We're actually sorting out a more rigorous workflow for tickets at the moment, and we'll be sending out an RFC to the community about the workflow we'd like to implement once we've finished a minor amount of bike-shedding internally. This isn't a matter of keeping process hidden from the community, we just have some internal constraints to satisfy.
