I just realised I had been doing my testing on clients that were "upgraded" from 0.25.5 and not a fresh 2.6.x install I seem to have hit http://projects.puppetlabs.com/issues/4867 with 2.6.3rc2 when trying to build a "puppet server", but not any other class of server.
