Looking further, here's an example from `tftp`:

    /files/etc/xinetd.d/tftp/tftp/server_args
    /files/etc/xinetd.d/tftp/tftp/server_args/value[1] = "-s"
    /files/etc/xinetd.d/tftp/tftp/server_args/value[2] = "/tftpboot"

You might need to assign each one individually, like

    value[1] '--daemon'
    value[2] '--address=$ipaddress_eth0'
    value[3] '--log-file=/var/log/rsyncd.log'
