That does not work for me... what version are you using?

I set client=false in the client's puppet.conf
[puppetd]
    report = true
    listen = true
    #noop = true
    client = false
    #ignorecache = true

But when I start puppet: /etc/init.d/puppet start
It still downloads the config, and applies it...

How do I make it download and apply only when triggered by puppetrun?

And better yet... how do I make it work in noop mode, always, and in
op mode only on request?
