or from "template()" ? we have some files which don't have any source
nor content set - only there to manage permissions. Is it a problem

This comes from files that have a source => 'puppet:///modulename/path/'
set. After you have upgraded all 0.24 clients, you can change this to
'puppet:///modules/modulename/path/' as described in the warning.
