The major difference between the client and server packages on most OSes is the binaries they install - they still install all of the Puppet library. As such it's relatively easy to purge the binaries you don't need - generally on the client those in sbin aren't required and those in bin are and vice verse on the server. It'd be relatively easy to add such a capability to the install.rb script. If you want that feature please log a ticket.
