puppet doesn't manage anything automatically, it only manages things
that are declared. Except a very small amount of file resources that are
important for itself.

So imho you have somewhere a httpd-service managed. Does it work when
you include that disable class? Because if you would actually manage the
service twice by accident, puppet would complain.
