Some things are usually -- or best -- done at install time. IMHO
that's provisioning.

I've done some work with disk / volume management with Puppet (with
LVM on Linux) in the past and this was to work around severe
limitations in the provisioning system we had. I'd never recommended
doing this again, it was the wrong tool for the job.
