Bundled rails and various gems will make that difficult, unfortunately. I don't know all that much about rails and gems, but if anyone knows if it's possible to cleanly install multiple versions of rails and gems, I'd be curious. If we were able to ship at least several major versions of rails in parallel, it might make it possible to package more recent tools like dashboard in Fedora and EPEL. But as long the rails stack encourages vendoring so extensively, no packages which do this will be acceptable for Fedora and EPEL.
