ubuntu puppet is old. you should install the puppet 0.24.8 from karmic

download 
http://mirrors.kernel.org/ubuntu/pool/universe/p/puppet/puppet_0.24.8-2_all.deb
and then dpkg -i puppet_0.24.8-2_all.deb

I am using that for my ubuntu 9.04
