I have definitions for my users that include a resource for bashrc. If 
you were doing it this way, you could ensure that something like this 
exists inside the definition:

file {
   "/home/${username}/.profile":
      ensure  => "/home/${username}/.bashrc",
      require => [ File["/home/${username}/.bashrc"], User["${username}"] ];
}
