The puppet executable is installed on all client machines.  How does one 
use it to test a new puppet task? Specifically, how does one integrate 
it with the rest of the manifest?

For instance, I want to install a file. So I write a file.pp which contains:

    file { 'file':
       source =>"${PUPPET_URL}file,
       require => 'something'
    }

Neither the variable nor the 'something' are available.

Can I reference the compiled and downloaded manifest on the client 
machine?  

What's the best practice here for developing a new manifest entry?
