You should read the mail archives about this issue if you haven't already. As a package provider, gem is available but fairly basic. Some folks have rolled their own implementations using exec or define. I think language-specific package providers in general have a long way until maturity. Many are not fully-baked (cpan) and some aren't even in the oven yet (pecl).
