There's actually a thread on this right now, because I've got a ticket open[1] about making the behaviour consistent. Right now, it varies by the resource type -- some will default to creating the resource if necessary, some will just manage the resource if it already exists but won't craeate it. 1 - http://projects.reductivelabs.com/issues/show/614 -- I am a kind of paranoiac in reverse.
