Yes I was using the PuppetLabs MSI

Yes, json is not installed and it is not trivial to install the gem using
the puppet embedded puppet ruby, I had to download ruby developmentkit and
compile native :-).  And I wanted to be as simple and clean as possible to
install and use puppet without development tools/frameworks to compile it
on each server.
