I don't really understand what this means. Value set binding is fully defined in FHIR already (in the Profile, DataElement an Questionnaire resources). How that gets represented when we convert Profile to OWL is very much in-scope. Similarly, Profile, DataElement and Questionnaire are all mechanisms that define data elements in FHIR. Representing those in RDF is also in-scope. DataElement is already informed by ISO 11179. The StructuredDataCapture project is defining a profile with additional extensions to increase 11179 alignment. We shouldn't plan to do anything in the RDF representation that isn't fully defined in the other representations, so I don't know that there's a need for a separate project at all - at least not from an RDF perspective.
