You may have looked into this already, but I'll mention it any way, in case it is of use to someone else.

Consider using OPMW [3], P-PLAN [4] and PROV-O [5]. These aren't exclusively for software processes, but for any general process.

Depending on the granularity you want to work with, it might fit the bill. We have experimented with describing the actual workflows e.g., [6], but IIRC, have not executed an action from the descriptions.
