That’s a different error message. The checkbox this references is VO 
Utility)General>Allow VoiceOver to be controlled with Apple Scripts. The ones 
you stated are important, too, but not the same issue. It seems like VO 
Utility’s settings aren’t visible to Keyboard Maestro Engine at launch, at 
least in my Big Sur configuration.
