It's actually under the Users & Groups button in System Preferences' main window. Go to Users & Groups and from there select Login Items. Unlock the window with your system password. Go to the Add button and pressing it will bring up a file browser. Navigate to your Applications folder and select VOCR and press Return. That'll add VOCR to your startup items. Its entirely stand alone as its using apples Vision Kit API. Once you open it from your applications folder you will need to give it the appropriate permissions and then you should be up and running. The read me file should explain all the permissions you need to give it. The oder version of VOCR required a number of secondary tools to be installed to work correctly, and as I haven't used that version I can't help. The new alpha version released last fall to coincide with macOS Catalina only requires keyboard maestro to be installed as far as I am aware.
