It may be my fault, maybe I said this wrong, but it did change the tracks in the tracklist table, but, it did not change them in the actual project. Does this work the same for the project as well? What I mean is they are like I want them in the table but it does not reflect them when I get out of the table.

Use the mouse down command which is VO Shift Command Space Bar. Move VoiceOver focus to the track above which you'd like to drag the track and mouse up with the same shortcut. You can select multiple tracks and mouse down on one of them to drag all selected tracks to the same location, that is, starting at the same location and falling into sequential position. That's the basic concept. Some of this will change with the upcoming folder tracks feature where you'll be able to right-click on a track and send it to a folder. Still, you'll need to use this technique to rearrange tracks within a given folder if necessary.
