as I have said many times, Flotools doesn't cost anything. what costs is keyboard maestro, which is about 35 to 40 bucks if I remember correctly. it is a one-time license. it's not like you're paying monthly or anything like that.
as for your new system, it depends on what you're trying to do, and what type of plug-ins you plan to be using. for the most part, this should run pro tools just fine. you won't have any problem.
