First, I haven't used Pro Tools 10 in a few years so I can't comment on that 
item, although I'd venture that the Workspace is essentially unusable with 
VoiceOver.

As far as version 12, it's probably possible to set up a situation where you 
can click, drag and drop the files within a timeline but, I have to say, it 
would take quite a bit of preparation. One thing you'd have to do is set up 
your Edit window and the Workspace window to be either alongside each other or 
above and below. This is not impossible but not easy either. I know that 
Keyboard Maestro has some modules to resize windows but I don't recall whether 
it contains any for resizing to window sides or halves. Ultimately, however, 
you'd have to use Keyboard Maestro to move the mouse to a specific coordinate 
after initiating a mouse-down on the file name in the Workspace window. Again, 
it's the kind of thing that is most likely quite possible but would take a 
bunch of prep and setup with Keyboard Maestro.
