Thanks Eric, vsftpd is running for my accounts so no problem under
xinetd.d. I checked the default vsftpd.conf file under /etc but there is
no entry for userlist_deny= . I will try adding the entry and see what
happens.

Make sure your have userlist_deny is *not* set to NO in your conf file.
Also, cat /etc/xinetd.d/vsftpd and make sure disable is no.  Make sure
your not really running wu-ftpd.
