What have you tried? /etc/sysconfig/iptables is not a script, but output from iptables-save and input for iptables-restore. IP Forwarding is done in two parts. 1) Via appropriate rules in the netfilter FORWARD chain. And 2) via /etc/sysctl.conf (net.ipv4.ip_forward = 1) which activates IP Forwarding in the kernel upon reboot.
