It sounds like you do not have any free inodes left. You need one inode
per file you want to create. 
Run
df -i
to check the number of free inodes.
If none left, you have to delete some files or to reformat (yes
reformat) the device. There is no way (I know of) to change the
inode/data block ratio on a used filesystem.
