If using startx, you can do this: 

[hal@cadillac hal]$ cat .xserverrc
exec X :0 -nolisten tcp

If using *dm, you will have to find the relevant config file and
adapt the command line used to start X. AFAIK, that's the only way to
have it happen automagically, but might be worth a trip through the
relevant docs.
