That was my first thought too.

I have a server that does not reply to echo requests. So, I tried to ping it. But, I did not get a "host unreachable" error. Ping just sat waiting for a reply that never came.

When I see "host unreachable" I check my hosts file, route mistakes, and dns settings. But, I'll admit I don't see that applies to Brian's question.
