John,

If you don't have any files called "*ftpd" in the
/etc/xinetd.d directory are you sure you have
an ftp daemon installed on your system?

Once you've verified that then check that
the "*ftpd" file in /etc/xinetd.d has
'disabled = no'.

Also, check that /etc/ftpaccess allows your
other systems access and that you have
their IP addresses in /etc/hosts.
