I have found I need to reboot to make them work in The GIMP. Why?

Thanks for the reply. It worked. By the time I tried it, I also saw Jesse Keating's comment about restarting xfs. I did that rather than reboot, and then the KDE menu had no entries. I did a Ctrl-Alt-Backspace to restart X, and the menu reappeared and Gimp had the new fonts.
