The Wine project re-implements each and every Windows API in 100% free
Microsoft Code. That takes time, and when not all specifications are
documented / available it's very difficult.

Codeweavers have put a lot of work into integration, and packaging and
is the easiest way to get Office running on Linux. However since
Codeweavers have done it, anyone else can - though it may need good
programming skills and knowledge of Windows systems.
