The warning above is normal if you haven't imported Red Hat's gpg key.
You can import it with:
rpm --import /usr/share/doc/redhat-release-8.0/RPM-GPG-KEY

No, but it is included in the devel packages needed to build the kernel:
$ locate stdarg.h | xargs rpm -qf
gcc-3.2-7
