Sounds like redhat-switch-printer needs some additional work.  When I switched 
from LPRng to cups, it removed all of the autostarting entries for lpd and 
added them for cups in runlevel 3, 4, and 5.  Furthermore, I left 
/etc/printcap and cups did not seem to care.
