New issue 600 by [email protected]: Add a flag to generate C++ includes
using "" instead of <>

Right now, the generated C++ code uses #include <> for the protobuf library
includes, which assumes the protobuf library is installed in the system.
It would be nice to get a flag to generate the includes using "" so I can
use a local/user protobuf library instead of a system installed one.
I know I can use compiler flags to get around this, but it would be nice to
get this. So consider this a very low priority feature request.
