this was discussed a while ago, if you are sure that all of the layers are turned on (top, bot, multi) and the compoents aren't locked maybe the same will work for you. reposted below

Close down Protel, delete "Advpcb99SE.ini" from the windows directory, and start Protel back up. You lose some of your PCB settings but the problem is fixed!!! Many thanks to the guys down-under.
