Because most of you do not want a refinery in your backyard Southern Louisiana and Texas gulf areas have a LOT of them. When those hurricanes hit these infrastructure were hit hard, putting a few on weeks of repairs till running and then they had the seasonal mix change. You know that is down time as well don't you? Last point you miss by a long shot. If we could drill for oil anywhere in the USA and have 2x production over our basic need would EXXON charge less for a barrel of oil then the going oil rate of 111 USD? Not sure what today's cost per barrel is but it doesn't matter.
