Correct me if I'm wrong...but the only special date in a leap year is 
Feb 29th...right?  If there's no Feb 29th, it's not a leap year.  Right?

I remember grabbing Ed Leafe's day functions from here years ago. 
FirstDayOfMonth, LastDayOfMonth, etc.
