Gary,

You should be able to download a free version of VMWare and install your
16-bit OS and applications in a VM (virtual machine). You should be able
to run your 16-bit virtual machine on a 64-bit workstation.

I believe VMWare has support going back to Windows 1.0 and even even
MS-DOS 3.0?
