OK, I think I know the issue... I purchased an NDAS network drive from 
XIMETA... Even though they say it is fixed for working with windows 7 it 
isn't.

It worked well for 2 days, When I brought an XP machine into the works, 
then my Windows 7 machine started to have problems. I even got the blue 
screen of death, and the details blathered about a disk drive. (This was 
horrifying as this machine is 3 months old.)
I tried to dismount the device but after 1/2 hour of trying it came back 
and said you can't do this. Nice, eh. Then after that to shut down my 
computer would take at least an hour if it shut down at all! So, by 
doing a clean boot and troubleshooting by eliminating services I noted I 
had no problems with either boot up or shut down, when the NDAS service 
was not enabled.

So using, msconfig I went in and made sure it didn't load anything, and 
removed the software. Speed issues are gone and so are my problems with 
VLC .

Well, another one bites the dust.
