This is a plausible interpretation as far as the will (free or
otherwise) of angels is concerned, and the devil basically asking God
for permission to do Job ill is a case in point. I still believe they
have a degree of autonomy within their created disposition (in
rebellion like Lucifer vs. in obedience like Gabriel or Michael),
which God permits, such that they do what they were "wound up" to do
so to speak .. but we are the wildcard in that because our actions are
not necessarily "part of the plan" unless we submit our wills through
faith to God's, but they have ramifications in the angelic realms
based on the order of things as God ordained it.

I think a key to an even deeper comprehension of God's cosmic purpose
in all this is to be found in the fact of our being made 'in God's
image' -- unpacking this part of the puzzle will go a long way toward
resolving all the why-for's and what-not's of our lot in life.
